7.2 Financial
The financial positions of each water and/or wastewater purveyor in Bamberg County were projected based on the most recently obtained Audited Financial Statements. Some purveyors’ systems have large service areas which require larger budgets and a greater number of customers to be serviced. The average cost associated with each residential and commercial/industrial water customer for each purveyor’s service area and the most recent annual revenues and expenses per purveyor are illustrated in Tables 7.2-1 and 7.2-2, respectively. These projections are based on the assumption of an average usage of 5,500 gallons per month.

As has been previously noted, there is a total of 5,504 ERU’s currently receiving public water service in Bamberg County. In order to meet the most recent total annual expenses, the annual revenue per ERU would need to be $249 which would equate to approximately $20.75 per month per ERU. In-town residential customers of the City of Denmark and all customers of the Towns of Govan and Olar are currently paying significantly less per month for water service. The average cost associated with each residential wastewater customer for each purveyor’s service area and the most recent annual revenues and expenses per purveyor are illustrated in Tables 7.2-3 and 7.2-4, respectively. These projections are based on the assumption of an average usage of 5,500 gallons per month.

As has been previously noted, there is a total of 6,068 ERU’s currently receiving public wastewater service in Bamberg County. In order to meet the most recent total annual expenses, the annual revenue per ERU would need to be $244 which would equate to approximately $20.35 per month per ERU. From a review of these figures, it would appear that a number of wastewater customers in Bamberg County are using less than the assumed 5,500 gallons per month thereby resulting in lower average monthly bills than projected.
